Certificates of indebtedness, as that term is used in Article VIII, § 1 (j) of the Washington State Constitution, as amended by H.J.R. No. 52, may be issued pursuant to the authority granted the state finance committee in chapter 184, Laws of 1971, 1st Ex. Sess., without the enactment of additional legislation.
A county finance committee does not have the authority to direct which of several eligible banks shall be designated by the county treasurer as depositary of county funds or to determine the amount of funds to be placed in a particular depositary.
The "unbudgeted cash balance" which counties under RCW 36.40.090 are authorized to retain in their current expense funds must at all times remain in the form of cash or that which is redeemable in cash upon demand as a matter of fixed right.
