EBay is promising full protection for buyers who pay for items using its PayPal system. Company execs recently announced consumers will be eligible for full refunds if a seller fails to deliver an item as promised. Previously a buyer's coverage was capped at $200, or $2,000 if the item's seller enjoyed a particularly good reputation on eBay.

The changes, expected to occur next fall, are great news for buyers. Some sellers apparently aren’t happy, however.

When shopping on auction sites like eBay, remember to read feedback from other buyers. Several Web sites allow you to check out sellers; try AuctionBlacklist and Traderlist. Be especially cautious when dealing with sellers in other countries – and don’t wire cash. If someone asks to pay by Western Union or Moneygram, it's a scam.
