1. Highway Safety Fund can be consolidated with Motor Vehicle Fund. 2. Appropriation for State Patrol Retirement Fund could be made from Motor Vehicle Fund after such consolidation.
The additional fine for excess weight under RCW 46.44.045 (2) may not be suspended by a justice of the peace where a defendant charged with violating some statute for which such fines are applicable posts bail in an amount equivalent to the basic fine required to be imposed upon conviction but fails to appear for trial.
(1) Parking strip is defined as a strip of land lying either in the middle of the street or in the space between the building line and the sidewalk, or between the sidewalk and the curb or curb line intended to be used as a park-like space; that is, not built upon but beautified with turf, trees, flower beds, etc. (2) A parking strip exists even though no curb and gutter has been installed, where it is outside that portion of the street set aside for a street purpose, and within the area set aside for sidewalk, or when otherwise specifically denoted as a parking strip.
The ten cent fee imposed for each motor vehicle not otherwise taxed herein by section 9, chapter 254, Laws of 1953, does not apply to trailers under four thousand pounds.
Moneys within the state patrol highway account in the motor vehicle fund and in the highway safety fund may be used for purposes of capital outlay if such expenditures are necessary for policing the public highways by the state patrol.
