The Public Counsel Unit of the Attorney General’s Office represents the customers of state-regulated investor-owned utility companies. This includes telecommunications companies such as Lumen Technologies (CenturyLink) and Frontier, and electric and gas companies such as Puget Sound Energy, Avista and PacifiCorp. We advocate for Washington utility consumers on issues such as rates, service quality, company business practices, mergers, and competition, primarily in cases before the Washington Utilities and Transportation Commission (UTC) and in state court, with an emphasis on the interests of residential and small business customers. Public Counsel is not involved with matters concerning publicly owned utilities such as Seattle City Light, Tacoma Power, and Snohomish Public Utility District, which are not regulated by the state. Municipal and PUD customers should directly contact their utility district and its representatives with comments or complaints.
