County commissioners may declare an emergency to aid the assessor in carrying out provisions of the property revaluation act, but the tuberculosis hospitalization fund may not be used to pay the emergency warrants.

1.  The county electorate may transfer funds from Special Hospital Building funds, where building plans have been abandoned, into a Fairground Building and Improvement Fund by a simple majority vote.  2.  Expenditures from this new Fairground Building and Improvement Fund would be limited by RCW 36.37.040.
