The department of motor vehicles may, upon receipt of a report of a British Columbia traffic violation from the proper authorities, place such report on a Washington resident's traffic record.

A reasonably strict interpretation should be given the phrase "in his presence" and a citation may be issued only when an officer is apprised by his senses that a violation or offense is at that time being committed.

A justice of the peace has jurisdiction only as a committing magistrate or crimes requiring as punishment both fine and imprisonment.
