P.U.D. Commissioners may approve deferred pay to the anniversary date of a contract (March 1, 1953) for electrical workers who were previously covered by the union contract, although the contract is not signed until six weeks after that date. P.U.D. may approve the deferred pay to the anniversary date of the agreement for office workers not previously covered by the union contract, if said workers were, in fact, the negotiating and contracting party, not bound under a previous separate contract. The existence of a strike in the present situation does not alter the conclusions above.
Commissioners of a drainage district organized pursuant to chapter 85.04 RCW have the power to enter into a contract with a sewer district or a city or town which would permit the city or district to drain effluent from its sewage disposal plant into the ditch of the drainage district. The commissioners of such drainage district may so contract without a vote of the people in the district.
The Washington State Dairy Products Commission may contract with the American Dairy Association for national programs of advertising, merchandising, research, education and publicity, and make payments under such an agreement on a six-month, rather than twelve‑month, basis, with payments being made during the months of July to December of each year.
