STATE COLLEGES ‑- ESTABLISHMENT OF NEW FOUR-YEAR INSTITUTION OF HIGHER EDUCATION ‑- LOCATION ‑- POWER OF THE LEGISLATURE The legislature at its 1967 session may establish a new four-year institution of higher education at such place in this state which, in its judgment, will best serve the educational needs of the state.
