What is Exempt?
Exempt is the term used to identify positions exempt from state civil service law.  A position can be designated exempt either by statute or by the State Human Resources at the request of the Governor or other elected official.  
 
How is it different from general civil service?
Typically, only executive or senior level management positions are exempt, however, the law can exempt any position from the civil service rules.  
Exempt employees typically serve at the pleasure of the Appointing Authority and unless the incumbent has previously served in a classified position, have no return rights.
