DENTAL HEALTH CARE SERVICES (1) Dentistry is a medical care within the meaning of the definition health care services.  (2) A company organized for the purpose of selling memberships which entitle the purchaser to dental care at reduced rates is a health care service contractor and the membership fees paid constitute at least a partial prepayment of such service.
